Permits, Not Power Issues, Delay Google’s Data Centers in Finland

Google’s €13 billion data center expansion in Finland has hit a significant roadblock, primarily due to environmental regulations. Though the tech giant had secured access to ample power from Finland’s northern grid through Fingrid, it faced unexpected restrictions on site preparation activities.

The Finnish Licensing and Supervisory Authority (LVV) requested that Google halt major site work at two upcoming data centers located in Muhos and Kajaani. The authority’s intervention came after it identified that substantial land clearing had taken place to prepare for construction before the necessary environmental impact assessments (EIA) were completed.

Stephen Sopko, a practice lead at HyperFrame Research, highlighted that Google’s issue did not stem from a lack of power, as Fingrid confirmed the grid could accommodate the energy demand. Instead, he pointed out that the problem arose from Google treating forest clearance as mere preparatory work. Under Finnish law, transforming over 200 hectares of land is considered a significant environmental alteration, necessitating regulatory scrutiny.

As per LVV’s directive, any work that substantially modifies the environment—such as tree and topsoil removal, excavation, and construction of access roads—was to be halted by October 23. Limited activities such as planning and soil surveys could still proceed.

Reports indicated that approximately 330 hectares had been cleared in Muhos and nearly 200 hectares at the Kajaani-Otanmäki site. The LVV stated the completion of environmental impact assessments for the two locations is projected for 2026. The agency emphasized that allowing extensive site work to continue could potentially undermine the assessment process by hindering the identification of environmental impacts and the exploration of alternatives.

The conflict arises not just from the construction developments but from the sequence in which these activities occur. The environmental impact assessment is meant to inform decision-making processes concerning potential project impacts, alternatives, and methods to mitigate harm.

Google had originally selected these northern sites due to their proximity to carbon-neutral electricity sources, contributing to a planned series of data centers intended to leverage this clean energy. However, the Finnish case demonstrates that even with sufficient grid capacity, environmental regulations can impose strict limitations on the timing and nature of construction activities.

While attempting to comply with local laws, Google’s forestry practices have come under scrutiny. The company stated that it acted in good faith by adhering to Finland’s Forest Act, conducting nature surveys, and implementing biodiversity measures, such as tree planting across 130 hectares. However, compliance with forestry regulations does not absolve Google from adhering to separate environmental assessment requirements.

Experts indicated that substantial ground work already done can limit the effectiveness of the environmental review process. New tree planting initiatives cannot replace a fully developed forest and do not mitigate the changes that have already occurred.

The LVV’s intervention to halt the operations has been described as "highly unusual" but not without precedent. The goal is to ensure environmental assessments can adequately fulfill their role without being compromised by ongoing construction activities. Tuike Finland, the subsidiary managing the construction, must respond to the LVV with an explanation and confirm compliance by mid-October, or face potential fines.
