Palm Beach Denial Puts Wall Street’s AI Investment Strategies to the Test

Palm Beach County’s recent decision to reject a proposed AI data center has raised concerns on Wall Street, challenging the assumption that an increase in AI demand will directly correlate to a higher need for electricity. The county’s commissioners voted 5-1 against Project Tango, which was set to establish a 600 MW AI-focused campus, despite months of revisions and a planning staff recommendation for approval.

Investment firm Jefferies has noted that Florida Power & Light’s future capital plans anticipate around 6 GW of data center load by 2032, amounting to a projected investment of approximately $12 billion. The outcome in Palm Beach, however, underscores that local permitting processes may prove to be a significant hurdle for AI infrastructure, rather than grid capacity.

According to Neil Osnato of Persistence Analytics Group, “Local permitting risk is now load risk. Community acceptance is now forecast risk.” He emphasized that investors should differentiate between various stages of project readiness—those that are announced, permitted, financed, under construction, and operating.

Detailed Review Process

During the county hearing, Project Tango underwent a thorough review. The developers adjusted their plans to reduce data center space and increase warehouse areas, while also engaging with local residents and officials. In the end, the planning staff recommended the application, citing its compliance with land development regulations contingent upon additional conditions such as noise mitigation and operational limits.

Despite these efforts, commissioners raised unresolved concerns regarding land-use compatibility, noise, water consumption, and traffic, leading to the application’s denial without prejudice.

Community and Environmental Concerns

The development team addressed various objections by conducting independent assessments concerning health impacts on local residents and school students. Their findings suggested no adverse health effects would occur under the proposed operations, and the facility would employ battery energy storage instead of relying on traditional diesel generators.

However, these assurances were not sufficient to sway the commissioners.

Future Implications for Utility Forecasts

The ramifications of Palm Beach’s decision could have broader implications for AI projects elsewhere. Communities in Northern Virginia and metro Phoenix, among others, have also raised challenges against data center developments over similar concerns, although many have proceeded after modifications.

In this instance, the denial opens the door for the developer to submit a revised proposal, although it may lead to significant delays—prompting some developers to explore alternatives like on-site generation to expedite the deployment process.

Michael Webber from the University of Texas pointed out that on-site generation serves as a temporary solution that provides power during the gap between the project’s activation and its utility connection. He anticipates that most such generators will transition to backup roles once permanent utility service is established.

In summary, the underlying question for utilities and investors is how to incorporate AI demand into long-term load forecasts prior to securing local approvals. As Osnato aptly noted, “Submitted load is not realizable load. Forecast demand is not durable demand.”
