How to Secure Data Centers During Construction: Key Risks and Best Practices

Data center security planning often focuses on facilities once they are operational, but construction can be an especially vulnerable period. Sites are open, contractor teams are numerous and constantly changing, and valuable materials and equipment may be exposed to theft or tampering. Security during the build should therefore be part of the facility’s overall protection strategy.

Risks during construction

Threats can take several forms:

  • Material theft: Copper, cabling, generators, and networking equipment can be stolen from sites with limited access controls, causing financial losses and delays.
  • Vandalism and sabotage: Local opposition to data center projects may increase the risk of disruption or damage.
  • Covert devices: Someone could install unauthorized wireless access points, network switches, or sensors that create a hidden route into the facility once it is operating.
  • Supply chain tampering: Shipments may be altered, components swapped, or counterfeit and compromised equipment introduced before installation.
  • Drone activity: Drones may reveal site layouts and routines, or create safety hazards.

Layered protections for construction sites

Preventing unauthorized access to both the site and its supply chain is difficult, particularly on complex projects with large, changing workforces. A layered approach can reduce risk without unnecessarily slowing construction.

Secure the perimeter and monitor activity. Use sturdy barriers and direct people and vehicles through staffed entry points. Temporary professional-grade cameras can cover the perimeter, storage yards, and sensitive work areas. Consider appropriate lighting and motion or thermal sensors.

Verify site access. Screen contractors and delivery personnel in line with applicable laws and company policies. Require visible badges and limit access to zones relevant to each person’s work. These steps cannot eliminate every threat, but they make unauthorized activity harder.

Phase contractor access. Scheduling different trades in smaller groups can reduce congestion and make unusual behavior more noticeable. For instance, one crew can finish its work before another begins. The downside is that fewer tasks may proceed in parallel, potentially extending the schedule.

Protect valuable materials. In addition to securing the overall site, store high-value items such as copper, cabling, generators, and networking equipment in fenced or caged areas.

Secure deliveries and track equipment. Assess vendors’ custody procedures, tamper-evident packaging, and transport security. When equipment arrives, record serial numbers and network identifiers, track its movement with barcodes or RFID, and keep sensitive items in controlled storage until installation.

Plan for drones. Detection systems can help identify aerial activity. Because active drone interference may be illegal, coordinate with legal teams and local authorities. Emphasize detection, deterrence, and evidence gathering rather than unauthorized countermeasures.

Check equipment before commissioning. Compare installed assets with purchase orders and approved bills of materials. Technical inspections for unexpected wireless signals or network endpoints can help uncover unauthorized devices.

Balancing security and construction speed

Construction risks cannot be eliminated entirely. But layered safeguards can reduce the chances and consequences of intrusion, while making suspicious activity easier to detect and address. The goal is to build security into project planning while maintaining a workable construction pace.
