Gridlock or Growth: ERCOT’s Warning on the Future of Texas’s AI Power Boom

Texas is bracing for a surge in power demand fueled by the anticipated growth of AI data centers, but the Electric Reliability Council of Texas (ERCOT) is cautioning that this demand may be overstated. In a recent filing to the Public Utility Commission of Texas, ERCOT projected that power demand could reach nearly 368 gigawatts (GW) by 2032, which would be four times the current peak demand of 85.5 GW. Yet, ERCOT noted that relying on these early forecasts could pose concerns for the overall reliability of the analysis.

The potential for excessive demand stems from the rising trend of AI-driven load forecasts, which could dramatically reshape how Texas manages its energy. ERCOT indicated it might need to revise these forecasts based on actual data and independent assessments.

Furthermore, recent internal reviews have shown that average peak consumption at data centers has been far lower than originally requested, leading ERCOT to adjust its calculations for projected non-crypto data center load. This method aligns with a more cautious approach to forecasting future growth linked to large load dynamics.

Despite this, Texas has emerged as a burgeoning hub for data centers, attracting major players including OpenAI, Oracle, and Meta. The state boasts abundant land, competitive energy pricing, and a favorable regulatory climate. Developers are proposing expansive AI data center campuses throughout Texas, many of which require large power inputs and might even necessitate dedicated onsite generation to sidestep interconnection delays.

However, ERCOT’s forecasts diverge sharply from those of other major grid operators, highlighting Texas’s unique challenges. Recent analyses from other regions, such as PJM Interconnection, project significantly lower increases in demand over the same period.

The trend isn’t only visible in Texas; other states, including California, have begun facing similar pressures stemming from rising data center loads, indicating a national trend. Industry experts urge caution in distinguishing between announced and actionable demand tied to AI infrastructure. Many proposed projects remain unbuilt, leading to the potential for "paper megawatts"—a concept that asserts many planned capacities may not materialize as anticipated.
