Italy’s communications authority, AGCOM, has penalized Cloudflare with a €14.2 million fine for its refusal to block access to pirate sites through its public DNS service, 1.1.1.1. This action is in line with Italy’s Piracy Shield law, implemented in 2024, which obligates network operators and DNS services to prevent access to domains and IPs flagged by copyright holders, sometimes in as little as 30 minutes.
Cloudflare has criticized the law, arguing that its requirements are technically unfeasible and could negatively affect DNS performance on a global scale. The CEO of Cloudflare, Matthew Prince, described the law as an exercise in censorship lacking proper legal process and announced plans to appeal the fine.
In light of these developments, Cloudflare is contemplating withdrawing its servers from Italy, ceasing pro bono security services—including those intended for the upcoming 2026 Milan-Cortina Olympics—and halting potential investments within the country.
