Ireland’s Commission for Regulation of Utilities (CRU) has proposed strict new regulations for data center operators, emphasizing that any new facilities must have generation and/or storage capacity that matches their projected demand. This move highlights the increasing scrutiny from countries regarding data center expansions and their impact on energy supply and environmental goals.
The CRU has released a Proposed Decision outlining the electricity connection policy for data centers, which invites feedback from interested parties until April 4, with a final decision expected later in the year. The intention behind this proposal is to clarify how new data centers can connect to the electricity grid while ensuring security of supply and minimizing potential impacts on renewable energy targets and carbon emissions.
Analyst Autumn Stanish from Gartner pointed out that the announcement underscores the necessity for growth planning among data center operators. The focus has shifted from merely economic considerations to include grid stability and societal acceptance. This change stems partly from increasing public advocacy for sustainable practices in response to rising energy consumption and its implications for overall supply.
Looking ahead, Stanish anticipates substantial shifts in data center strategies, with her research indicating that by 2028, over 70% of multinational enterprises will likely change their data center approaches due to limited energy resources. This change represents a marked increase from about 5% just a few years prior, highlighting Ireland’s pivotal role in these discussions.
Stanish warned that fair and stable electricity distribution is not guaranteed, and the challenges of supply may lead to widespread shortages in data centers. Various regions, including the US and parts of Europe, have already implemented moratoriums on data center expansions due to concerns over excessive energy use, especially with computationally intensive workloads.
The CRU’s report emphasizes the critical need for a reliable energy supply to support societal needs at reasonable costs while advancing towards decarbonization.
