India’s telecommunications ministry has mandated that major mobile device manufacturers preload a government-supported cybersecurity app called Sanchar Saathi on all new phones within 90 days. This app, which cannot be uninstalled, aims to tackle issues related to telecom fraud.
Sanchar Saathi allows users to report fraudulent activities, spam, and harmful links via calls, SMS, or WhatsApp. It also helps in blocking stolen devices and enables users to monitor the number of mobile connections registered in their names. A key feature of the app is its ability to report incoming international calls that appear to originate from India. Such calls are often routed through illegal telecom networks and disguised as local calls, potentially leading to significant financial losses.
Since its launch in May 2023, the app has been downloaded over 11.4 million times, primarily in the Indian states of Andhra Pradesh and Maharashtra. It has successfully blocked more than 4.2 million lost devices and traced 2.6 million, with nearly 724,000 devices being recovered. The directive, issued on November 28, 2025, also stipulates that the app should be pushed to existing phones through software updates.
This move positions India alongside Russia, which has implemented similar regulations requiring the pre-installation of a domestic messaging app, MAX, on all devices sold in the country. Critics of Russia’s app have raised concerns about potential user tracking, while Russian officials have resisted such claims.
As authorities seek to restrict access to services like WhatsApp and Telegram in light of criminal activities, India’s approach with Sanchar Saathi reflects a broader trend towards government-driven cybersecurity measures aimed at protecting users and national security.
