
The Caribbean is set to experience a major boost in connectivity through the newly launched CELIA undersea cable, which links several key locations in the region to the United States. This initiative, known as the Caribbean Elite Alliance (CELIA), promises to enhance digital connectivity and promote economic growth while integrating global networks.
Stretching over 3,700 kilometers, the CELIA cable connects vital points such as Boca Raton in Florida, Aruba, Martinique, Antigua, and Puerto Rico. It is equipped with advanced submarine fiber optic technology, featuring a minimum of eight fiber pairs, each capable of delivering at least 22 terabits per second (Tbps). This results in an estimated total capacity exceeding 170 Tbps, catering to the growing demand for high-speed digital services.
The CELIA consortium includes several key players from the region, such as SETAR from Aruba, Orange in Martinique, Telxius in Puerto Rico and Boca Raton, and APUA in Antigua. These members contribute their expertise as landing partners. The consortium has engaged Alcatel Submarine Networks (ASN) to develop the cable infrastructure, ensuring a reliable end-to-end solution that allows for capacity expansion and additional landing sites.
This project aims to bridge the digital divide in the Caribbean by providing low-latency and high-speed internet access. It supports economic development by offering enhanced connectivity and resilience, empowering businesses, governments, and communities in the region.
Environmental considerations have been a principal focus of the project. The consortium is dedicated to preserving biodiversity and minimizing the environmental impact of cable installations. Collaborations with NGOs and local authorities are in progress to ensure adherence to ecological standards.

Roland Croes, CEO of SETAR N.V., emphasized that access to international data networks is crucial for Aruba’s economic growth and sustainability. Samir Benzahra, Director at Orange Antilles Guyane, highlighted the cable’s potential to bolster network resilience and foster sustainable economic development throughout the Caribbean.
Mario Martin, CEO of Telxius, noted that CELIA amplifies the company’s network capacity across the Americas, while John Bradshaw, General Manager at APUA, expressed that this project represents a significant leap forward in the digital transformation of Antigua and Barbuda.
